Title:

Director of Human Resources and Pupil Personnel

 

 

Primary Function:

To provide oversight of all human resources and pupil personnel services, policies and programs.

 

 

Qualifications:

Have a minimum of five years of experience in public education, two of which in administration.

 

Hold a Postgraduate Professional license with an endorsement in administration or supervision.

 

Possess characteristics necessary for working effectively with school personnel and members of the community at large.

 

 

Reports To:

Superintendent

 

 

Supervises:

Administrative Assistant for the Office of Human Resources and Pupil Personnel

 

 

 

 

 

 

Performance Responsibilities:

 

 

1.Provide oversight for appropriate staffing of all positions.

 

2.Provide oversight for the recruitment, selection, placement and retention of all positions.

 

3.Ensure that all personnel meet state and federal standards for employment in public schools.

 

4.Monitor employee overtime.

 

5.Provide oversight of the sick leave bank.

 

6.Coordinate new employee orientation.

7.Provide oversight of the division’s mentoring program.

8.Manage the division’s substitute staff program.

9.Coordinate the placement of student teachers and interns.

 

10.Approve all leave requests in accordance with district policy.

 

11.Develop, recommend and revise personnel policies and procedures.

 

12.Provide oversight for employee training for all forms of workplace harassment.

 

13.Supervise the preparation and maintenance of all personnel records and forms.

 

14.Provide oversight for all contracted services related to human resources & pupil personnel.

 

15.Counsel with personnel to resolve difficulties and complaints.

 

16.Provide oversight for all issues related to dismissal or non-renewal of contracts.

 

17.Provide oversight of extra-curricular activities and inter-scholastic sports.

 

18.Provide oversight of all coaches and activity sponsors.

19.Serve as the division’s Title IX compliance officer.

20.Provide oversight of the volunteer program.

 

21.Serve as the compliance officer for harassment complaints against employees.

 

22.Implement all state and federal regulations pertaining to personnel.

 

23.Serve as the district liaison with the Department of Social Services on all matters.

 

24.Advise district staff of changes in personnel and pupil personnel law.

 

25.Complete the Discipline, Crime and Violence report.

 

26.Serve as the superintendent’s designee with regard to all pupil personnel issues.

27.Provide leadership with student discipline, including bullying.

 

28.Serve as the compliance officer in cases involving sexual and/or racial harassment.

 

29.Provide oversight of all surveys administered to employees and students.

30.Serve as Records Management Officer for the division.

31.Serve as liaison with law enforcement on matters of school safety

32.Provide leadership of the division’s safety measures.

33.Provide leadership with the threat assessment process.

34.Serve as the division’s Equity Coordinator.

 

35.Serve as the public relations coordinator for the school division.

36.Serve as the superintendent’s designee.

 

37.Serve as a member of the budget development committee.

 

38.Participate in district level advisory committees.

 

39.Perform other duties as assigned by the superintendent

 

 

Terms of Employment:

Twelve-month contract with salary to be established annually by the school board.

 

 

Evaluation:

In accordance with school board policy and the administrative regulations and evaluation of administrative personnel.
